The one exception: API access, from Scale
Programmatic reads and writes against your own tenders, evidence and outcomes. It is the single gated capability in the whole ladder, and it is gated on cost rather than on value: an integration surface carries its own support, rate-limit and compatibility cost that does not fall on a team using the screens.
What actually changes between plans.
Four rows, and three of them are ceilings. This is the whole difference — which is the point of the page.
Every other capability is on every row. “Unlimited” means no ceiling is set — never zero. Prices are in Indian rupees. Enterprise ceilings and term are agreed in the deal.

- Does a more expensive plan unlock more features?
- No — with one exception. Every plan, Starter included, carries the evidence graph, the bid copilot, competitor intelligence and analytics. What a higher tier buys is head-room: managed bids per year and seats. The one gated capability is programmatic API access, which starts at Scale, and it is gated because an integration surface carries its own support and rate-limit cost rather than because it is worth more.
- Why not charge more for the analytics?
- Because the tiers already meter bids, and the value of analytics is itself a function of volume: ten bids a year yields nothing worth charting, five hundred yields a pipeline. Gating the screens that analyse those bids would charge for the same growth through two levers at once. We tried it the other way and it converted badly — an entry customer moving up paid five times more and lost two features they had been using for a month.
- What happens if we go over the bid ceiling?
- Nothing switches off. Usage is reported against the ceiling, not enforced at it, so a busy quarter never locks you out of a bid in flight. We see the same figure you do and talk to you about moving up a tier.
- Why is everything billed annually?
- Because a bidding year is the unit the work actually comes in. Tender seasons are lumpy — a quiet quarter and then eleven deadlines in March — and a monthly subscription you cancel in the quiet patch is one you do not have when the season starts. The price is quoted per month because that is the number worth comparing; the commitment is the year, and we say so on every card rather than in a footnote.
- Is there an implementation or onboarding fee?
- We have not set a standard one, and we would rather say so than quote a number nobody has agreed. Tell us your situation through the form on this page and we will quote the whole engagement in writing, including any setup work.
- Does it cost anything to search the TenderOS tender catalogue?
- No. Searching and browsing open government tenders here is free and needs no account. The paid product is what comes after you find one: checking whether you qualify, proving it with documents, and carrying the bid to submission.
- We do not know which plan we need. Where do we start?
