How to bid on Daman and Diu e-Procurement

Daman and Diu e-Procurement runs on GePNIC, the e-procurement system built by the National Informatics Centre (NIC). The Central Public Procurement Portal and many state and central-government portals are instances of the same system, so the steps below carry across them.

The steps, in order

  1. 1

Get a Digital Signature Certificate for the signatory

GePNIC portals use a Digital Signature Certificate to sign enrolment and bids. Obtain one from a licensed certifying authority, of the class the portal specifies, for the person who will sign.

  2. 2

Enrol as a bidder on Daman and Diu e-Procurement

Enrolment is done on the portal itself and is generally separate for each GePNIC instance — an account on one state’s portal is not an account on another’s.

  3. 3

Find the tender by its Tender ID

Search the portal for the tender’s ID. Links into a GePNIC portal are tied to the session that created them and stop working, which is why our tender pages send you to the portal with the ID to search rather than with a deep link.

  4. 4

Download and read the tender documents, including corrigenda

The notice inviting tender, the bid documents, the bill of quantities and any corrigendum are on the portal. A corrigendum binds exactly as the original does.

  5. 5

Pay the tender fee and EMD as the tender specifies

The tender document states whether a fee and an EMD apply, the amounts, any exemptions, and how they are to be paid.

  6. 6

Prepare the covers and the price schedule

GePNIC tenders are usually split into covers — typically technical and financial — and the price schedule is often a spreadsheet the portal provides. Fill in the one supplied rather than a copy of your own.

  7. 7

Submit before the closing time, then keep the receipt

Upload, sign and submit on Daman and Diu e-Procurement before the closing date and time stated in the notice — portals stop accepting bids at that moment, and a corrigendum can move it. Keep the acknowledgement the portal issues; it is your proof of what you submitted and when.

General guidance, not legal advice. The tender document and Daman and Diu e-Procurement’s own bidder instructions govern wherever they differ from this page.

Questions

Why does a link to a GePNIC tender stop working?
Because GePNIC builds links that belong to one browsing session. Open the portal’s home page and search for the Tender ID instead; each tender page here shows the ID to search for.
Is the Central Public Procurement Portal the same system as a state portal?
The central portal and many state portals are instances of the same NIC system, GePNIC, so they look and work alike. Each instance is run separately, with its own bidder enrolment.
Does Daman and Diu e-Procurement accept a bid after the closing time?
Electronic portals close submission at the stated closing date and time. Check the notice and any corrigendum for the current deadline, and allow time for uploads and signing before it.
Who signs an electronic bid?
A named, authorised person in your organisation, using their own digital signature as the portal requires. It cannot be delegated to software, and no tool — including this one — should apply it for you.
